· Level of cohesion (and to prevent potential and soften existing conflicts of interests), all in all, not to loose “good” members.
· Other issues for discussion and approval by a Congress:
· Membership fees – amount, periodicity, allocation.
· CELA-name (Academy, Alliance).
I would also add that we should make a decision on registration of the CELA in one of the participated countries (or maybe in USA?:-)
We have also to create a working group in different spheres in order to involve members in relaity to the activities on behalf of CELA.
As well as to start in time the fundraising strategy and actions.
So, my conclusion is that we have to have a Summer Congress in July 2009 in Istanbul and save our network!.

Dear All,
I will try to share my preliminary impressions although there might be some changes when I will read all docs several times.
All plans are quite similar and have differences only in names and formats. Similar points in my opinion:
1. Registration and getting legal status
2. Board of Directors or Board of Directors - Governance body
3. Executive Body
4. Membership - new members will be selected, some differences in ways
5.. Fundraising and projects
6. Support of CELA web-site as the core of information sharing
7. Necessity of meeting - three plans are suggesting Summer congress and one is suggesting two reunions instead
All points listed above lead me to the view, that actually format is still keeping the general track started in Bishkek and continued in Ferghana.
Thanks to "radical" group for the shake it's done to all CELA. If before CELA seemed to be very irreactive and "lazy" group, now we can see that people are thinking seriously about CELA and having passion to stay within and to make contribution to our common future.
Although no any comments or new ideas were shared within last week, I am pretty much sure about vibral discussion at the country level.
